Use WinAvi Video Converter. This program will let you convert nearly any format to a useable one for your needs. Easy to use GUI.

a .bin file is a disc image, normally this comes with a small .cue file and you need the two to burn it to disc. Take a look at http://forums.afterdawn.com/thread_view.cfm/7976 it will tell you about it and how to create a .cue file.

You may also be able to extract the bin file using extractnow from http://www.extractnow.com just run the program, drag the bin file in to it and click extract.

There is also a program called bin2iso that will convert it to a normal iso image

Often, this is an .ISO file. IsoBuster can interpret these files directly. Also Bin2Iso can be used to convert to the ISO format which can be burned to a disc.
