There may be a GUI file not available.
Try going to My Computer, right click on the C Drive, go to tools, and click on the defrag options, and it should run.
If not.
Go to start, run, type in CMD, then type in "defrag c: -f "
So it is command, then volume and force.
You can run command line defrag in the background, but you need to run it as a process.
The alternative to the issue you have is maybe you do not have admin rights to defrag[ ?]. Check and see if you have full rights, even if the PC is a home PC. Sometimes this can be changed.

Normally, the defrag should be done after you restart. It should ask you if you agree to be done after the restart: yes and restart. Otherwise Windows can't make the defrag while operating system is working, because of some application which use it constantly.

A scheduled program would be found somewhere in Start menu > settings > Control panel > scheduled tasks but its a strange story.
Anyway, the built-in defragger sucks anyway, look at this free little defrag program: http://www.kessels.com/JkDefrag/
it looks like *** but works more efficiently than windows defrag.

Try running Lavasoft's Ad-aware. It is good at finding hidden files to delete from the registry.
