Wet a comb or brush and run it through. Try hairspray or a LITTLE bit of mousse. They also sell spray for static, but not in any part of your hair that you are going to curl because it won't hold the style. If you want, you can also rub a dryer sheet over it -that would be the best if you are out somewhere.

The dryer sheets as mentioned do work. You may try placing a metal rod in the ground outside and rubbing it to help discharge the Static Electricity.
For Trivia; There was/is a man that the Static buildup through the day actually reaches a dangerous level to those he touch. The remedy was to place a grounding rod by his front door so he could discharge himself coming home before he hugged his wife and children.

Wearing synthetic fibers (like pantyhose, polyester, or rayon) will tend to make you a lot more static-y.

Try something simple that usually works for me.

Apply lotion. To your legs, arms, and even a tiny bit (warmed between palms) to your hair.

Good luck.

Run a dryer sheet over it!! Sounds strange, but it works. Also, if you wear hats, run it over the inside if the hat as well.
