I believe that you are talking about the place ,in an older house , between thew floor and the dirt ringed by the foundation.

That is a major remodel because you have to get access to that are by pulling up the floors of the house or excavating from the outside. You have to brace the house so it won't be knocked off the foundation by accident and the like.

Before I even contemplated this I would talk to the building department in my town and get a good engineer to look at you idea.

I would estimate your cost at about 100K to start I think it would be better to build up or out rather than down.

Yes you can. It will be costly though, as the house will have to be raised. A normal sized house basement depending on blocl or poured can run $10000-$20000. Expect added costs for excavation and if you have to move plumbing & electrical lines. Good luck.
