And if I were you, I would keep looking at him:
a) if he gets embarrassed, then he'll stop, then it's fine.
b) if he continues and enjoys showing, then I'll stop looking at him and won't give him this pleasure...
c) If he smiles and look at you while he's stroking, then it means he's inviting you to the action. Then it's up to you if you really want to give a helping hand or to shout on his face "shame on you"...

Well as a woman I would be shocked if there was a man in there anyway. If I found him masturbating then I would back out and say sorry! Then I would report him.

I think I'd be more inclined to hope he was embarressed, not me.
