No you can't. There is now a federal system that will let any state know someones driving record. You could lie, but there are laws against that, one is called fraud and you could end up in jail. You would be providing false information to a state agency to get identification...Big bad news for you if you are caught. You may never be able to get a license again...ever!!!

There is a question that must be answered, along the lines of "is your licence or right to obtain a licence suspended or cancelled?" that must be answered. You could lie, but when they catch you in the records check, you will have the licence cancelled, and will be charged. If driving when it is discovered, in some jurisdictions you can be jailed for 5 years, and fined $5,000.
