you see on TV, that someone works for a washington think tank.Well, what do they think about?It sounds some clandestine BS to me.Who pays these people and what do they contribute to society?

They are basically a lobby group for an idea. They then create a full blown solution to problems. Some think tanks are more serious than others. Some are nothing more than an excuse for like minded people to have lunch or dinner.

In politics (there are all kinds of think tanks), the figure out the nuts and bolts of how to get something from idea to law. You have to look at how the proposed law fits with existing law, and carefully make sure that the law will accomplish what it sets out to do. Its easy to say 'expand medicare coverage' or 'outlaw child pornography'--making a meaningful law out of good ideas takes a lot of work.
