Unless he is treating you bad, it is normal as the newness of the relationship wears off and you really start getting to know each other. You are likely not treating him the same as you did at the beginning of the relationship either.
People are on guard and their best behavior when they first meet and want to make a good impression and it is not until you have been together for a few months and things are going well that you both start to let your guard down and reveal your true selves.

It might mean that he's just saying he loves you out of habit and no longer really feels that way about you. He might be moving on, but theres also the chance that somethings on his mind or he might just be a little absent minded right now, give it a little time and if things don't improve or if they get worse then talk to him about it and see what's going on that would change your relationship.
