well id say that he was not sure if you were ready for it make the move first the next time if that is what you want you will pass on the message clearly

maybe he really isnt ready, or maybe he thinks your scared, or he could just think it's weird and not want to, theres alot of reasons ... just put his hand where you want it to go next time,and if he still stops then you know he's not ready.
