Safe is a relative term. It's safer than South-Central, not as safe as living in a police station.

The NoHo Art district is popular and kind of funky. Close to the Metro Station.

Your rent question is laughable. You may be able to find a single for that price, but not much more. I'm told there are low-income housing units there, if you find one, let me know. I'd like to move.

The only Sylvan Street I know of in in Van Nuys. It's a dump.

Tips:
Buy a Thomas Guide Map Book and learn how to use it.
Don't talk on your cell phone will driving. Sure, it's legal, but we all hate it.
Leave you gun at home.
Be prepared for mind-numbingly bad traffic.
Learn spanish.
Save up for the plastic surgery that will be required by law pretty soon.
Don't gawk or pester the celebrities. It's not done. If you want to give someone your resume/head shots/screenplay/demo tape unsolicted, ask graciously and at the appropriate time. Not while they're eating or in the bathroom. You laugh, but's it's been done.

Re: Porno. You will probably never seen any sign filming, etc., unless you're looking for it. I never have. I've heard of a few things, but never have seen any.

There are parts of N.Hollywood that are gang infested and there are nice spots. You should be able to find a place for your price range. There are a lot of commercial areas. Bus transportation is accessible. Be warned...there is a large Porno Industry there. It is kind of crowded, as is the whole San Fernando Valley area.

The neighborhood your looking into is not the best part of N.H. The parts of N.H that border Burbank, or Valley Village, or Toluca Lake, or Studio City are better but I still wouldn't say they are 100% safe. My folks live near Victory and Lankershim which in radius is considered to be "ghetto" but we live on a very nice and safe street. My moms car has been broken (she left it unlocked) into once in the 16 years we've lived there.
