Well, our cats think we are gods and goddesses and can turn the weather on and off. My cats look at me expectantly when they see that it is raining outside - like: "will you please turn it off now?" I'm sure they think I am a "meanine" when the rain does not stop and they are deproved of "walkies" outside.

I live in San Diego, my cat doesn't know what snow is, although I'm sure he'd like it. He likes to go outside in the rain when it is just lightly sprinkling and chase leaves that get blown around by the wind. He also likes to play with ice cubes and will swat them around and lick them until they are completely melted. He is strange.

No, it's snowing right now and my cats don't mind one little bit.
But of course I NEVER let my cats outside.
I keep them in where they'll be safe and warm.
If I were you cat and you made me go outside in the snow I'd be mad at you too!

My cats have never seen snow, so no.
They do, however, seem to not realise it's raining until they sneek out and find themselves caught in the downpour. Then they come rushing back inside, scared and confused.

no, what reason do they have to be mad at you for? so it's snowing but they are warm inside, not like they are missing out on anything.

Maybe toss him in the snow... it should make him appreciate he gets to live inside. Or bring him inside if he's outdoor cat.
