i am from philippines and i will be travelling to europe (holland )next week for 3 months
can i apply a Tourist visa for USA in holland? waht r the papers needed? and how long?

Dognhorse is absolutely correct. One of the major things that must be proven when applying for a visa is that you will return to your home country [Philippines.] The Officers in the Philippines are trained to look at your documents [such as bank records] and can decide from there. If you take those documents to Holland, you might have some trouble because the Officers there are trained to look at Holland's documents. Your best bet is to either get the visa really fast, which I'm not sure is possible, you will have to look into the wait times, or get it once you get back. You are entirely allowed to apply in Holland, but I would hate to see you get denied your visa because they could decide your ties to your home country because of the papers you brought in.

You can apply in Holland, but you will have far better chances of getting a US visa in your own country, where consular officers can best assess your ties there.

You certainly don't need a medical test, and our own computer database has more information than you can imagine about criminal records. You should bring whatever you have to show how well-established you are in the Philippines, but we rarely ask for many documents for tourist visa cases, since they are so often forged or fake.

Nate & DognHorseMom gave good answers and deserve 10 points. If you’re going to come here to the US as a legitimate tourist, you should have a good stable job or business back in the P.I. that you will return to. I read somewhere that there are a lot Pinoys (Filipinos) who are overstaying their visas in other countries which isn’t fair to the legitimate Filipinos who waited in line in the embassy for a green card lottery or student visa. It might take awhile and you'll probably have to go through a lot of hurdles to come here as a legitimate tourist because of that. If you’re going to overstay your visa here in the US it won't work, immigration will catch you and they will be harder on you or anyone else than they are with spanish-speaking illegal Mexican Indians. They’ll deport you and you won’t be able to come to the US for 10 years or more.

You can apply for a tourist visa at any american consulate at embassy. You need a ceterfied medical test, criminal background check and proof you have enough money that you will return to your country. I recommend you apply at an American Embassy in the PI.
