They are MORE likely to get a chill doing that. They should be kept INSIDE with the mother. If they are not "warm" inside with the mom, something is WRONG!

NO WAY!! Especially if they have not had their shots. Parvo can be a killer when it comes to puppies. If the mother is not keeping the puppies warm, use a hot water bottle in a towel in the place you care for your puppies. If they are cold they'll crawl to the hot water bottle. Don't take the chance in letting your puppies get Parvo or for the matter anything else (fleas, ticks, ect). Call a vet to get more info.

It all depends on where you or he lives!
If it's in a warm state like Florida or CA, then sure...but if it's in say CO with the snow, then no!
It's also very useful for training the puppies to "go" outside as opposed to in the house too. I am hoping the Mother goes out with them though.

No, it's not ok! They are way too young, and should not be taken away from their mother. The mother will keep them warm. Puppies get cold very easy, and can die, if they get too cold. I would suggest to just leave them with their mom, and let nature take it's course. The mother will take care of her own.

It shouldn't hurt them after all a lot of dogs give birth outside and stay out side their whole life & those pups are very cute.

NO. The mother dog will keep them warm. It's not good to take them away from her at that early age. Tell him to let the momma dog worry about that.

Well, considering it looks as though their eyes are barely open yet, they shouldn't be outside yet. But any time after 4 weeks is fine.
