what does it mean "other carbohydrates" on cereal boxes?

On a low carb diet, some of the carbs in a food are "discounted" on equal footing with the number of grams of fiber contained.
For example:
Total Carbs 9 grams
Total Fiber 4 grams
Other Carbs (net) 5 grams. [9-4=5]
