I disagree. The devil is CHRISTIANITY's scape goat. I don't believe in the Devil, so anything "bad" or "sinful" that I do I take complete and total responsibility for. Because, as you said, shirking of responsibility is highly detrimental to one's development.

Real life is more complex than either the idea that all responsibility lies only with the Devil or the idea that it lies only with humans. In reality, both are to blame.
God created the world perfect, without any natural disasters, strife, drug addiction, abuse, infidelity, etc. Everyting existed in peace and harmony, even the animals did not fight each other but were all vegetarian.
However, a cherub named Lucifer became proud and selfish and tried to stage a coup in heaven. He and his allies were defeated by God and thrown out. They came to earth where they succeeded in tempting our ancestors to join them in the rebellion against God. Because God had created humans in his image, to be his representatives on and caretakers of earth, by following Satan instead of God, humanity has given the Devil influence over affairs on earth.
Sin threw a spanner in the works of God's perfect creation. Things that were perfect and good became mutated and malfunctioned. Human nature itself became sinful, the image of God in humanity was defaced. Hence all the sin and suffering in our world.
Thus, both the devil and humanity are responsible for the mess that we have on earth.
The solution also involves humanity and a supernatural force, namely God. God has prevented the devil from having a completely free reign on earth, and so humans still have free will. If they decide to remain on the side of the devil and the rebel angels and serve the cause of selfishness and pride, they will be part of the problem. If they decide to defect to God's side and work on the side of good, they will be part of the solution. This responsibility, this decision, has been given to us.

The idea of the devil is not that he makes anyone do anything, but that he presents the temptation, and people make their own choice to give in or not - that whole free will thing.
So, no, it isn't the devil's fault.

Yes. People should take responsibility for their own actions. They should also learn what causes natural disasters i.e. hurricanes and tsunamis.
