We are going on spring break. We like History, but want some fun activities too. Kids are 13, 11, 8. Are there special festivals or exhibits?

I'd recommend the Days Inn in the 4500 block (or thereabouts) of Connecticut Ave NW. It's a generally affordable hotel, and one of the nicer Days Inn properties. They offer free parking and it is about a 2 block walk to the Red Line Metro. The neighborhood is very safe, a little on the quiet side, and there are a handful of good, affordable restaurants within 2 blocks. You can also look at some of the Arlington, VA hotels but my experience with Metro is that you'll spend so much more on fares between DC and VA that your family of 5 will easily use up the savings between staying in the city and in the 'burbs.

This is peak season for tourists in DC so no matter where you stay, the rates will be higher. If you have not booked already, do that as soon as you can!

The Cherry Blossom Festival is a great experience but if you are not here right during that week, there's still a lot going on. Anytime in April is a great time to go to DC. I'm not sure but I believe the Cherry Blossom Festival is in April. Also, the Barnum (sp) and Bailey circus usually comes to town for a week in April.

With the "Metro," you really don't have to stay in D.C. If fact you will save a ton if you stay on the outskirts and take the Metro in daily. Search for any decent hotel that had a metro stop within walking distance.
