I generally encourage children to earn some of their own money and even start a business. However, I cannot imagine that a school board will allow a student to start a business of any kind within a school or on school property.

There are just too many legal issues (including the possibility of lawsuits against the school) for them to give their permission.

However, I would include the following in the letter.

1. State who you are and purpose of your request.
2. Provide a brief description of the business.
3. State that you intend to indemnify the school district against any civil actions against the district. This means that you will have to pay for insurance to cover both your own and their liability in case of a lawsuit and/or judgment.
4. Request a meeting with the school board's legal advisor.

This is really a LEGAL question, not an education question. You need to take this to a lawyer.
