It is muster pay. On payday troops are in formation waiting to get pay, this is what "muster" is.

I think that you mean ":muster pay". That is in reference to showing up for a head count. Armed forces has a Muster in and out.

Muster Pay is the money you receive for attending the Muster of your Reserve unit.

A muster is an assembly of the military unit, for battle, display, inspection, orders, discharge, etc.
