That comes with Internet Explorer 5 and above. IE7 has a different arrangement. If you downloaded and installed IE7, that may be why you are missing some of the toolbars. You can click on View, toolbars and see what you can load.
I downloaded IE7, but it screwed up my computer so badly, I uninstalled it several hours after I got it. If that's what happened with your computer, uninstall it by clicking on Start, Settings, Control Panel, Add/Remove Programs and the Show updates box at the top. Find Internet Explorer 7 and click to Remove it. After removal, close the Control Panel and restart the computer. It will revert back to IE6 and your toolbars will be back.

With IE7 they are not on the top as usual. However there is a tweak to put it back.
"Where did my File/Edit/View/Favorites/Tools/Help" toolbar go?
Ok here is your solution.
IE7 Menu-on-Top Tweak is a simple registry tweak that puts the menu bar back on top, where it is normally found in Windows applications (see screenshot). The zip file includes the .reg file to install the tweak, as well as .reg file to uninstall. Works well.
