Genealogy, the category you picked to post your question in, is about ancestors. The records we keep are vital records. So, you are already in the book of records for your Birth. Now, if you get married, you will again be in the book of records, and when you decease once again.

If you mean something like breaking a record, check out the first site, it is a search on Record Books.

If you mean the Guinnes Book of Records...
Well, first you need to find something you're good at, than you have to register on their website (www.guinnessworldrecords.com) and you can apply to attempt to break a world record.
There will have to be a Guinness World Record adjudicator present to certify the record.

If you mean the "book of records", you're in it once your birth is declared.
