I'm trying to upgrade to OSX 10.4 from 10.3.8. I pop the disc in, double click on the install icon, click on the Restart button then when it restarts it doesn't boot from the CD, (even if I hold down C or even if I choose the CD in the Startup Preferences) and it comes up with a question mark before defaulting to its old boot. My DVD drive is a bit of an old DVD-ROM but I'm sure it can't be that.
The disc itself is a genuine DVD Install Disk that reads absolutely fine otherwise.

Sorry Pal. You will have to buy the discs which come in parts,
disk one will give ou quite a lot but not iPhoto where you must
purchase iLife and even then there are other programs on
a third disk. This will take you to Mac OS X (Tiger) 10.4 and
when installed they will give you up-dates all the way to 10.4.8,
I am writing on a 10.4.8, and tried to install previous iPhotos
(which actually do install) but will block other necessities like
printing, burning etc., which you can actually over-rule but it
is not worth it since you will keep on getting a notice stating
that your version of iPhoto is out-dated. The third disk is iWork!
Don‘t try any fiddling because, if you do, you will not get any
up-dates, and there are plenty of them. Good luck and believe
me, I have been through all of this.If you have any important
files, burn a back-up. When installing Mac OS X 10.4 (Black box)
erase and install. Then you can make up your mind if you want
the other disks or not. I think you will want all. It is simply great
and completely different, especially iPhoto. An afterthought:
iMac tiger sells a one user install disk and a family 4x user disk
are you sure that nobody else has installed your disk? If so it
will not install. So don‘t try. I bought my own that came in a black
box with the disk sealed inside. Get your own one time disk, it
will only work on your computer after installation! It will always
recognize your computer and can be used as many times as needed, but only on your computer.

You say "it doesn't boot from the CD". But I think you must mean "it doesn't boot from the DVD". I don't think you have a Tiger CD unless it is a bootleg CD. Is it a burned copy or an original DVD? You say your drive is "a bit of an old DVD-ROM but I'm sure it can't be that". Maybe it can be that. What model of computer do you have that has an original, built-in DVD-ROM drive? Or is this a DVD-ROM drive that is not original? That could be your problem. If your computer did not have a factory installed DVD drive, you may be out of luck. Submit your question again and be sure to mention that you are using an Apple original Tiger DVD disk, exactly what computer you have, whether the DVD drive is a factory original, whether the Firewire and USB is factory original. Without this info, we are feeling around in the dark.

You might want to check that your firmware is up to date, that all your peripherals are disconnected, and that the disc is squeaky clean. You can wash it with warm water and mild soap in extreme cases, but make sure you don't damage it and dry it thoroughly before even thinking of putting it back into your computer. Bad installation discs are very uncommon but do exist.
Should you try to use the Mac OS X Installation disc that came with another, recent Mac, that someone around you purchased, do yourself a favor and get yourself a real Tiger installation set. Indeed, these discs can contain some device-specific files (it's not always the case, but it can be) that can lead to glitches with your installation.
