Try a process called threading, done mainly in Indian/Asian salons. I had the same problem when I sued to wax my eyebrows and upper lip; now I get them threaded, it's a lot less painful and a lot more effective!

you could use nair, but MAKE SURE you use the kind for facial hair removal!!!!!!!!! Also, a couple tips for waxing your upper lip, dab a little talcum or baby powder on the area to be waxed before you apply the wax. It helps it adhere to the fine hairs better.
Wax in two sections and pull the strip up, not one long strip pulled off sideways. This way you are pulling aginst the direction hair growth. Pulling the skin taunt when waxing also helps. Never wax the same spot multiple times oin one session. If you miss a few, pluck them with tweezers. Hope all this helps!

The best and most effective way is threading - using a long piece of thread and twining it around your fingers; its easy and simple; better than waxing when it comes to small facial hair. I can do it myself but generally people get it done from a beautician / parlor / salon.

They charge a fortune for it in Central London, in Selfridges etc, but try small (Indian/Pakistani owned) beauticians in West London or East London and it can be done for as little as £3.50.

Shave it every few days. Works on even the smallest/finest hairs. Cheap and takes about two seconds. I keep a (disposable)razor in the shower & use it, with a little gel, on armpits too - no probs.

Why don't you try eze-tweeze. It's like threading only you don't need to go to anyone to do it for you. You can do it yourself. It's so easy and it will pull out the shortest hair that you can't even see. It is also less painful than waxing and even threading. I use it all the time, it's brill.

You could veet it. Or buy a facial epiltor. I prefer waxing mind you as it lasts longer...... try again but rub a bit of talc on your lip first.

you really shouldn't try to wax it because it will grow back even more if you don't keep waxing it or another thing is that you could do is get one of those little eyebrow shavers and shave it that way

Why not just use a set of Tweezers or use Joleen which is for facial bleaching.

Get it done at a beauty salon/nail salon that has waxing.
