It is 2007 I think it is ok for either to ask somone out now. And if you never ask you never know what will happen the guy might just be 2 shy to do it and he may really like you.

If a girl is dealing with a shy guy I think she ought to feel fine about asking him out. He may not make a move out of fear of rejection or just afraid to talk to a girl he is interested in. Go for it.

It depends on the people.
Sometimes the guy wants to ask her, but is afraid of rejection, but he still thinks he should do the asking. Guys are stupid sometimes. So if she wants to go out with him, she should either do the asking or make it clear that if he asked her she'd say yes.
