you didn't give the context here (who said?-actually what does the first 'it' mean) but in any way the second 'it' most likely means the same thing the first one does.. i could guess that it might be 'government' or something like that, that both said and hoped.. i could be that there was another thing in the text, but i doubt..

"second it" is not part of this sentence, kiddo!

after your explanation: The second "it" refers to the same entity the first "it" is referring to.
