I need to know is it against the law if you do not have a rear bumper on your vehicle?

Most states vary as to what is a legal vehicle and condition to be on the road. Most places require all factory installed parts and equipment to be in place and in working order; some states barely look at a vehicle.

Check with your state's DMV on line or call the state police barracks.

Depends on your state laws and the vehicle. Some places don't require rear bumpers on things like pickups. Rear bumpers are on the option list.

It depends on what you have. Because all heavy duty trucks with more than 12,000 lbs plates do not need a rear bumper. But on all other trucks its required.

Cars on the other hand need the bumper, but all cars made today have a plastic cover over them(the painted part) and as long as you have the proper lights/reflectors then you don't need that cover...you will need to have the carton looking plastic absorber part underneath. But there are no laws saying it can't be damaged or anything like that.

In most states it is. I did get pulled over in my 1966 lemans with no bumper. It was being re-conditioned at the time. But I did talk my way out of it cause the cop liked my car.
