My maine coon is very friendly to others. Its not that she goes out running to them as she goes for birds when she finds them sitting on the window pane. I also have a persian breed and she is also friendly to her. But whenever she sees some other cats from our neighbourhood she behaves in this fashion.

Cats are weird... their behaviour isn't always predictable. If her ears are flat when she puts her paw up, then it's a hostile move. If not, then she probably just wants to reach out and touch the other cat. (My oldest is a "toucher"...)

She is letting the other cat know to back off!
