You should have masked them before you painted now shouldn't you? tut tut tut, ;) kidding,
use a plastic scraper so as not to damage the PVC coating, it is slick and the dried paint will flake off as there is nothing for it to grip to with PVC. Take your time and try a bit thats well hidden from view to practice on and next time MASK the bits you dont want to paint ;) H

If its dirt sitting on the surface they would have got clean with fridge cleaner (bicarbonate of soda) or distilled vinegar (1 teaspoon in a pint of water.) But if its years of nicotine, try Sugar Soap (also known as Decorators Soap) as its designed to work on grease. If this doesn't work then the nicotine has stained the plastic, not good news. Don't use cream cleaner or scratch pads as they're abrasive.

if you mean the glass then use a Stanley blade. if you mean the frames as i think you do you will need a heat gun like a real hot hair drier & a scraper. dont point the gun at the glass too long or the glass will crack.

margarine and leave it on and it will eventually melt the oils and then wipe it clean with a damp cloth
