I usually have to cut themwith the scissors but he isnt always patient for that.Any goodbrush or something I coud use orbuy.His under carraige and feet are the worst.His back and head look great

Old english are likely the 2nd most labour intensive coats of any breed. Once you let it get away from you, you're better off to shave the dog and start again. But this time, don't fall behind on the grooming. The old english breeders I know spend 8 hours per week per dog doing a thorough grooming.

There is no quick fix.
I would have him groomed. From that point on, comb him out completely everyday to prevent him from matting.
Matts and dematting are painful for the dog. Have a groomer show you how to properly care for his coat. You and the dog will be much happier if the coat is maintained daily.

Take him to the groomer and have him shaved.

Use the detangler they have for girls and a brush.
