It depends on where from are you. In EU for example you may travel without a passport (but with your ID only) to most of European Union Destinations (the new countries that just joined the EU are not included).
As a main point: you may travel without passport to any domestic destinations and to the countries that have an agreement of free-movement with your country.
When travel abroad it is better to call the embassy of the country of destination to assure that you don't need a visa and a passport.

Beginning January 23, 2007, ALL persons, including U.S. citizens, traveling by air between the United States and Canada, Mexico, Central and South America, the Caribbean, and Bermuda will be required to present a valid passport, Air NEXUS card, or U.S. Coast Guard Merchant Mariner Document, or an Alien Registration Card, Form I-551, if applicable. If you will betraviling in more thn two weeks call your local Post Office and see if they do Passports. They can help you with the paperwork and express mail the application to the Passport agency and get you you passoprt in 7-10 buisness days. WARNING FOR ONE OF THE ANSWERS! You cannot travel between the EU countries without a valid passport. Only inside Schengen (a part of the EU with more developed countries) you can travel without a passport.
If you are an American citizen you should always bring with you a passport to Europe.

The answer of one of the users is correct. Some European Union citizens can travel without a passport even to UK - for example - which is not included in Schengen countries.
The 15 Schengen countries are: Austria, Belgium, Denmark, Finland, France, Germany, Iceland, Italy, Greece, Luxembourg, Netherlands, Norway, Portugal, Spain and Sweden. All these countries except Norway and Iceland are European Union members.
