We just had my daughter's 7th birthday. It was a blast. One thing I did that I haven't in the past was I bought a lot of little prizes(bubbles, necklaces, bracelets, candy, pirate eye patches, stickers, etc) and put them in the prize bag. I wanted to make sure every kid got a prize so instead of goody bags, everyone regardless of winning the games or losing got to pick a prize. Here are some of the activities we did.
-We played Hannah Montana, Aly and AJ, Hilary Duff, Disney music and played "freeze dancing". As each kid got eliminated, they got to pick a prize from the prize bag.
-I bought WASHABLE face paint, got the ok from all the parents and my 14 year od step daughter and her friend painted faces.
-We played musical mermaids( her theme was Little Mermaid under the sea party). I printed color pictures of mermaids from the computer and taped them in a cirle on the floor. We played under the sea music and when the music stopped, we drew a number. That person got a prize.
-Limbo. Play the limbo song.
-I bought a plastic suncatcher kit. Each kid got to pick one out and paint it at the beginning. By the time the party was over, they were all dry and they took them home.

There are so many fun ideas for a child this age!!! On idea is a pottery painting party...my daughter just loves to do this as does all other kids her age. There are of course all the typical things sucj as chuckie cheese etc as well. Short on funds??? Well you could buy cheap canvas tote bags and some fabric paint and let each of the kids make their own bags!! This will work well even if ther are boys at the party, cause they can decorate them however they would like. You can get all the supplies from walmart or of course a craft store. At most craft stores you can also get plates, mugs that the kids can make to take home. Other activites include having adults man different board games to play withthe kids, a pinata, pin the tail on the donkey, musical chairs.
At my daughters 7 year old party, instead of buying pizza we decided to buy everytopping we could think of and make english muffin pizzas, the girls got to make thier own and so decided on whatever they liked, the adult loved it too!
I hope that I have given you some good ideas that you will be able to use.

Anything to do with fairies, barbie and princesses will help. We had an entertainer dressed up as a princess to entertain the kids and the little girls also dressed up as well - you can specify that they must come dressed up - you will be surprised at what they come up with. We also had a inflatable jumping castle. The girls thoroughly enjoyed themselves. Another idea: When getting the birthday cake ready - we used a Bratz doll and made her a dress of icing and cake (which the kids hardly touched) but the part they really enjoyed was that the doll was standing in a garden made up of candy, cup cakes, etc which they could pick at at will. You can make a castle - ice cardboard boxes and decorate them with various candies and cakes which the kids can take of and eat.

Try giving her a tea party or give the party a theme, such as her favorite Disney or cartoon character. You could also maybe go to Kids Station, Fast Trax, or Chuckee Cheese. Let them run off the sugar rush they will get from cake and ice cream. They do have reasonable prices depending on the size of your party.

At my sons party we played the name game. Take balloons write the birthday girls name and write one letter on each balloon do this twice. Make two different bags with her name in it put the kids on two teams if it comes out with a letter save it if not they have to pop it by sitting on the first to spell the birthday girls name when. We gave out small gifts to the winning team and candy to the other one.
Or you can play the cool whip game-
Get enough plain pie pans put a piece of gum in the pan spray cool whip ( in the can) on top of the gum and using no hands the first one to find the gum with their teeth win.
my sons friends loved this game !!!!!!
Hope this helps

Look in your local telephone directory for a paper goods place. These places sell plate napkins and all sorts of stuff for parties and entertaining. Also go to the Website :http://www.orientaltradind.com/ for help. Keep Dora the Explorer in mind too.

i had aDisney Princess one for my daughter, she took her invatations that said "Please attend the ball for Princess ________ 5th birhtday" And it said please come dressed in your favourite royal attire. We rolled these up and i went and bought glass slipppers for all the girls (this was their take home, instead of a goodie bag) and slipped it in 1 of the glass slippers (it also said on the invite to bring the glass slipper back as i used the slippers for a game) All the girls had a great time!!

Here's a crazy idea...ask your sister what kind of party she wants!! You would be surprised what they are into.
If it's suppose to be a surprise, then be stealthy about it. It is her party, after all.
