Just by following these steps:
(a) Scheduled and Fixed Meals, without sugar
(b) Avoid Potatoes/Rice/Fast foods/Butter/Cheese/Soft Drinks.
(c) Eat Plenty of Green Vegetables
(d) Drink at least 15 Glass of water daily.
(e) Jogging-At least 30 minutes a day preferably early morning.
(f) Simple Homely Exercises-YOGA.
(g) Avoid Tensions and late night Parties etc...
(h) Preferably wake at 6 Am and sleep by 10 PM
VERY SOON U WILL ACHIEVE UR TARGET.

u have whole 3 weeks that means 1 month in ur hand wakeup early in the morning drink 1 or 2 glass of luke warm water with 12 drops of lemon juice & 1 tea spoone of honey.exercining is must for every one i the world.avoid oily food's,sugar,salt.that's it & also avoid rice.u definetly lose 5 to 6kg's in these 3 weeks.so take care all the best.

It is unsafe/unhearty to lose more than 1 lb/week. Any weight lost after 1 lb/week will mostly be water weight and you will gain that back, and won't be a legitimate lost.
For a permanent lost I suggest a change in eatting habits, smaller meals but eatting more meals a day. Cardio and strenght training helps, as cardio allows you to burn calories, while strenght training builds musles that allows you to burn more calories while resting.
I don't know why you would only want to lose 4 kg and in 3 weeks, but for a drastic change like that...your body uses about 2500-3000 calories in a day, to lose weight, consume less calories than your body uses in a day. In theory if you consume 3500 calories less than you expend in a week you'll lost about a lb of weight.
Use bodybuilding.com it's a very useful site, don't let the name deter you, it's not just about bodybuilding. But Please Do It Safely.

U wil need to squats, skipping, running and breathing exercise with will give u more oxygen while workouts. Pls do not depend on gyms to reduce ur wait. Avoid oilly, Heavy foods but insist on milk and ghee. Ghee does not create fat unless u r lazy but it create energy for a day workout. Hav fruit juices esp. of orange

Three weeks is more than sufficient to reduce 4kgs for that you need

(2) you need some fat & sugar free meal
(3) Avoid Tenson
(4) wake up at 5AM & go to bad at 10PM

Cut out all dead foods like white bread, candy, cake, icecream, chocolate, softdrinks, alcohol, sugar. Cut back on dairy, use low fat milk/milk substitute like rice milk or soy milk, eliminate butter and instead used mashed avocado or tahini (blended sesame seeds)??? Drink lots of water, eat loads of fresh fruit and vegies, tuna and salmon. Cut back on red meat intake, get lots of fresh air and sunshine...................:)
