Do you mean image-editing software? If so, then yes, this is correct. Among others, there's a free program called the GIMP ( http://www.gimp.org ), with features comparable to Photoshop.

Yeah you can and here are a few others to add to the list I find Gimp to be one of the best free image editing programs around. It's features are comparable to at least Photoshop Elements but it is a bit of a steep learning curve.
