That is one of the greatest taboo questions, you are sure to be answered with "yucks, you are perverted, etc..." However lets understand why incest has been condemned for millenia.
Male and female relationships are based on biology - we are designed to reproduce - that is nature. However we now all know that reproduction between close family members produces weak and sickly off-spring.
The taboo arose as a social safety mechanism to prevent wide-spread birth of such children and therefore not to weaken the genetic pool.
The survival of our human species depends on healthy children.
However with contrception it is possible to prevent the birth of such children. So biological rasons alone can no longer prevent the physical sexual relationship between relatives.
Now psychologically it can also be said that there is no basic rule to prevent such a relationship if both partners are guiltlessly in love with each other. However it can also be said that there is also a psychological genetic pool - that the healthier mind falls in love with someone who is quite opposite to itself.
That if you can love someone who has a different culture background that broadens your mind and expands your energetic heart.
The major problems of the human world come from limitations of the mind and its identifications with the "self". This is MY country, these are MY friends, this is MY religion.
Love is somethng beyond the MY and the ME.
And you say "making out" which means sex - well sex is the physical form of love.
So it maybe ok physically to make out with you relative, but it does not mean you are growing psychologically. However if the attraction is so strong then only by living it out guiltlessly with safe non-reproductive sex can you really drop it. Then do it - but go beyond it someday.
