Are you getting your local channels over the air? Cable? Satellite? If it's cable or satellite, it could be the cable run from your set-top box to the TV or any device in between (VCR, DVR). Or maybe it's the feed from the local station to your cable/satellite provider, in that case there's not much you can do but call customer service/tech support and see if it's really their problem.

If it's over the air, maybe you need to adjust your antenna.

Or it could be the TV tuner.

local channels are not correctly modulated due to lack of techonology with local cabel operators hence the noise level increases and clearity decreases

Could the cable in your area. On those channel call you cable co and compain.
