On a vehicle of this age it doesn't have a cable to downshift the transmission, its electronically controlled. I would guess that you have a small vacuum leak, since the cruise control is still vacuum boosted a small leak will cause poor performance but will still function.

PS. the last cable upshift was in the mid 90s.

Check the cable from the control to the throttle body. It sounds like it has some slack in it. Also, if the vacuum is weak, it will not work properly, so check for vacuum at the control head.

I gather that this is an auto, if so your kick-down cable is probably out of adjustment , take it to an auto specialist he can set right adjustment on it and also check that you haven't damaged bands using it like that.
