All holidays require payment 8 - 10 weeks before depature. You can provisionaly book some holidays for 2008 but they wont be able to come the flights until nearer the time but this might be the only way to spread the payment over 12 months.
If you are looking for a European holiday then it is not possible to do.

Yes. Of course. Anytime. Charge it on one of your credit cards and pay for it over time (12 months or 120 months if you wish). The down side is you'll have to pay interest charges too. Usually sky high: 18 to 21% /year on the balance.
My advice is to defer your holiday and start a savings/money market account. Put some money in each month (1/12 of what you plan to spend on that holiday) which will earn you interest rather than having to pay the interest charge. After a year, you'll end up with more than the money you plan to spend, pay for that holiday in full with the money you've saved and owe nothing!

Try getting a credit card with 0%pa and cut it up once you've paid it off!
dont think you'll be able to a get a holiday where you pay it off over a 12 month period, they want the money up front!
