First buy a relaxer that made for your hair type. Fine, Regular or Super Formulas.
Make sure your did not irate your scalp prior to apply the relaxer. If you did apply the protective gel on your scalp also.
Then place the protective gel around your hairline, ears.
Then read the instructions to the relaxer.
Start from the back, at the nape area work upwards, apply the relaxer. Smooth out the hair with your fingers, smoothing process is the main thing you want to do correctly. This is how your hair will become super straight. Smooth the area a few times and then move on to the other areas. Qucikly. you do not have that much time to apply the base(relaxer). Stop when you get to the back top area, then do the sides starting near the ears and work up, then do the other side, then do the top then do the hairline, and nape area.
Apply the relaxer to your hair. Do not let the relaxer touch your scalp. Do not use any metal combs, clips while applying the relaxer. Watch the clock, do not leave the relaxer on your head longer than the instructions said to. Use the shampoo that came with the relaxer, it will take a few times to remove all the relaxer before you start the other steps. Then add the conditioner, then rinse then set your hair(roll it up), or what ever style your trying to acheive.
For short hair, you will have short, straight hair. I mean straight. No curls. I strongly suggest you do not add a relaxer to your hair. Buy a texturizer for men.

First of all I do recomend that you go to a salon and get it professionally done. So many thing could go wrong. I must ask if you are of color? (black)
You should first base the scalp
section your hair in four (part down middle, all the way back then from the top of your head to behind your ears)
apply half an inch from scalp going to the ends
then go back and apply to the hair trying not to get it on your scalp
press with the back of your comb
make sure it's straight,
shampoo with a colorguard shampoo atleast 3 times to make sure its out
if you should feel your scalp burning spray oil sheen on it right away
Now, to answer your question if it works on men with short hair. Yes, however I would recomend a texturizer for men. they sell it over the counter as well.

If you have never applied a relaxer I suggest you consult a licensed professional.
Relaxers are only applied to the hair that needs relaxing, for hair that has never been relaxed and short hair you can apply to the entire strand.
Most relaxers are effective on short hair, it depends on the strength. I suggest you go with a milder strenght to test the sensitivity of you scalp. Relaxers can burn your scalp.
