Unleash = let loose.
Think of a guard dog that sees a stranger. It is tied with a "lead" or "leash". Unleash the dog, it attacks.

"Sustained longer term growth" is the big dog.

"significantly higher levels" is the attack.

A lack of "Synergetic" blah blah is the leash holding back the dog.

Substitute "initiate" for "unleash". That's the same meaning.

the word itself can't be defined in and of itself.... when you have crazy doublespeak like this, EVERYTHING is context.

Translation:
"the right combination of global politics and good economy might be able to make us good money for a long time."

which in essence, can be applied to ANY business plan.
