Futurephone requires you to be able to dial a number in Iowa before you can place a call to another number, and that other number HAS to be international. I wish he would stop posting that link to every question that has to do with making phone calls.

Anyway, there is a way around if you know someone else who has a phone that can receive collect calls. It's called third party billing. The operator (or automated system) will call the other person and ask them to accept the charges and then the call will be placed to you, with the bill going to the other number, hopefulyl a friend or family member that you can pay them back. If he can't make calling card calls, what about credit card billed calls? Perhaps your broadband digital phone service will let you sign up for a virtual toll free number he could dial instead?

Edit : I checked Atlantic Broadband's page and it doesn't look like they offer a toll free number. You can still get one from a service like this one:

This is still provided that your 12yr old can make calls to toll free numbers in the youth facility. The rates are cheaper than collect calls and there's no monthly fee. It will work with any existing telephone setup including cell phones. It doesn't change your number just adds on a toll free number to it.
