You shouldn't have any problem with the two breeds. The fact that one is female, the other male is even more assurance. Glad to see you will have them spayed and neutered.
Discipline can sometimes be a problem with more than one pup as sometimes they are more "in tune" with one another and it can be difficult to work with them both at the same time.
I see no reason why you couldn't walk them both once they are leash trained but I would walk them separately until then.

It doesn't matter which you get first, or even if you get them both at the same time. Like another poster stated, the "alpha" pack training mindset is very outdated. The only reason I would see that you'd not get them both at the same time is you not having enough time and energy to spend with them both. You'll be the one teaching them both. If you expect to get one and train it, then get the other one and not do anything with it and it automatically know your commands, you're going to be very disappointed. I found that my male collie was more fun to train than my female. But he had a lot of personality. He was always making me laugh by trying to get away with sitting half way, or trying to crawl away when I had him lay down. He definitely had a sense of humor. My female is all business. She just does what I say. Although Siberians and Collies are very different breeds, if I had expected my male (who was 5 years older than my female) to train Daisy, I would have ended up with a very unruly 60 lb pile of muscle, teeth and claws.

Invest that time with the dogs that you already have..You want to get rid of 2 older dogs, so that you can get 2 puppies. Shame on you..
The older dogs can't help it if they are not the breed that you like best (or THINK that you will like better) You will just get rid of the new ones as soon as they are older...Shame on you.. Wait until you grow up and are responsible to get any more dogs, and meantime, take better care, and give attention to the ones you already have.. Your mom is wise..Listen to her..
As you are 16 years old, you will be going off to college, and leaving the dogs with your parents, anyway, when they are just 2 or 3 years old..( if you don't get pregnant first) and you already know that your parents don't have time for dogs, either..

In your case, more probably depends upon age.
Older dogs, especially those that have been solo, sometimes have issue with new dogs coming on their turf.
As far as breeds go, I'd be surprised if that, in & of itself in your case, was an issue.

I think they would be lovley together.. and if you are a good trainer (in general) they should be ok to go walks together..
Well done on getting them fixed early so we dont have anymore unwanted pups in the world
