A medical doctor-MD, or doctor of osteopath, or Advanced Nurse Practitioner, or Physicians assistant can all provide a dx for a medical or physical condition.
An Advanced Clinical Social worker, Licensced Master Social Worker, Licensed Professional Counselor, Licensed Psychological Associate, MD called a psychiatrist, psychologist, or above clinicians can all provide an Axis I or Axis II diagnosis for mental illness or mental retardation.
Medical Diagnosis run on 5 Axis
Axis I is for a persistent and severe mental condition
Axis II is for intellect or retardation, personality disorders can also be placed her
Axis III is for medical diagnosis
Axis iV is for social adjustment needs
Axis V is called a GAF, global assessment of functioning.
SO, it depends on what kind of dx you are looking for.

Well... If your General Practitioner or GP or "family doctor" cannot diagnose you or fails or needs to refer you for testing, then chances are your diagnosis will be in the hands of a Medical Technologist or Clinical Laboratory Scientist here in the U.S. These Professionals are overseen by PATHOLOGIST.
