The key to taking a good photograph is to capture some idea in a natural setting. Actually, the setting does not have to be very natural. Lots of good photography seeks to capture an idea or emotion, and then uses photographs to convey this idea. That being said, my favorite pictures are of people and nature.
Additionally, if you are trying to build a portfolio, try to envision what you want to take pictures of in the future and build your portfolio around that.

Anywhere, anything.
What shows skill in photography is how the artist works with what he is given; to make the mundane seem interesting. A good photographer can make a better photo given very little to photograph than any fool given the most beautiful sunset or flowered field.
Start with your interests; if you like cars, go all for it. What do you *love*? Is it a person? A city? A place? You can use your emotion about these places to fuel your interest and experimentation.
Start off by taking pictures that you yourself would like to see, not what you think other people would like to see...this is what should make it fun for you. Get to know your camera and what you can do with it while taking the picture and in post, after a while as you're looking for subjects, you'll be able to see your photographs before you even take them...

Anywhere the things are. A beautiful picture of a soap bubble is more challenging than one of a beautiful building. You need to develop your imagination and see potential photographs wherever you are. Photograph what interests you rather than try to develop a commercial approach. Too much time spent on technical aspects and not enough on the image that you want to create is the commonest mistake.

Try travelling around your country and take a ton of pictures. For example, your neighbourhood to start off with, forests, lakes, anything with nature you can't go wrong... Also, technological things... like buildings, transportation, and robotics.... you also can't go wrong with weather and the faces of a variety of people.

sit down a let your creativity flow and make a list of people... places... things...
Depending on what doctorate you hold take the camera to work... shoot aspects of your job..
take pics of children at play... use a long lens and just watch... you will get some of the best shots... Be careful of peoples consent and releases... you may come across one you want to sell... I predict that you will...

Any where you are comfortable.
if you want to do portraits, make a little corner in your home a small studio.
Or go explorer outdoors. Just keep a sharp eye out for appealing places.
