I hope you don;t think this is a stupid question, but in reading different articles I have come across this term and I have never heard it used before. Thank you

neo-con is short for neo-conservative, or new conservative. It's a way Republicans sometimes designate themselves (particularly since George Bush Jr. became president. Neo-cons are supposed to be more compassionate than the old conservatives (Nixon, Reagan) - they espouse the same basic ideas but are more generous with state programs, etc..., etc... That's why you often hear the word compassionate conservative.
This is what it means. All of this is very contentious. I'm not saying this reflects reality (or that it doesn't), I'm merely stating this is what people mean when they use the term Neo-Con.

The new breed of conservatives. Young, dynamic republicans (or Conservatives if in Canada) who shun funding to family services like education and health and really, really like the war. A lot.
