I don't know what to do..I live in a housing project area in new york city and my neighbor below me smokes weed day and night and also blasts their music..I have asthma and I called 311 and they didn't help me. I called the cops numerous times and they won't help me..I contacted my housing office assistant and she won't help me..This is depressing me every day and I can't sleep until late hours in the morning because they smoke weed at all hours..The cops told me that they can smoke in their own apartment because its their apartment..I wake up with chest pains and really sick sometimes..I don't know what to do ...I feel so alone..and so afraid for my health..I don't know where I can find help for this

Well, the housing office assistant is probably doing what he or she thinks the job is--nothing. What's the assistant going to do? Move you, only to find out later your neighbor is a crack head? That's reality.

Your question is under mental health. That's a good place to start. Immediately Go see a mental health professional and ask to be treated for stress and depression. That mental health agency should be able to put you in touch or give you some direction in getting some advocacy as well. You say housing project area, but if this is a project, then these people have specific guidelines and responsibilities they have to follow...whether they are government projects or privately own funded by HUD. If private, you'll need the management companies name and contact information. It should be on your lease agreement. Write down all of the dates you spoke with someone, whether it was the assistant or law enforcement and write down what was said. And continue doing this for documentation purposes. But get that mental health appointment now.

The mental health professional will be able to help you get some type of advocacy, like an agency or legal resources, to help you with this. Then, start going up the 'chain of command' to get action. Remember to keep your cool...stressing your health conditions and document (write down) everything said or done and date it. You'll need legal advice. Because if this management company (government or private) doesn't address your concerns, after proper notification (including letters from your doctor and mental health professional about your health)...you may very well have enough to file a civil suit.

You may feel you are just acting out of desperation...but you have a lot of courage! You have the right to a better situation. You may have continued struggles to get there, but you will get there!

Well, there is a possible retaliation issue here. And I know it is slow going to get them to find you other suitable housing. So, if you do not have a relationship with this neighbor where you could speak to this person(s) in private and work this out amongst yourselves, then I would do the following:
Write a "demand" type of letter and cc management/housing authority. However, do NOT actually send (cc) that letter to the housing authority, just send it to your neighbor. This will cause your neighbor to be "on-guard" for unexpected visits from management, etc. and therefore, cause your neighbor to cut way back on their normal daily activties that are affecting your health. In addition, they will not actually be contacted by management so no prob there. Good luck to you.

You might want to invest in two things... an air purifier, and heavy drapes, or blankets or rugs... something you can put on the walls or floors to muffle the sound of the music. Other than this, you might have to consider moving. Will they move you to another unit? In South Carolina, you can request moves within your complex, as long as it is a lateral move to a same-size apt. Good luck, sugar! I hope all works out for you.

Maybe you should ask in that category ...
You are supposedly guaranteed the right to enjoy your home, and what you describe, you are not being allowed to. Have you spoken to the landlord, if renting?

Is it possible to switch units? try asking the manager again- let them know that it is due to health reasons. if not, do you have a case manager that could help also?

can you try getting documentation from your doc and taking it to the housing authority so they will help you to get another unit? having something in writing from your doc should get them off thier butts and make them more willing to help you.
