Hmmmmmmmmmmmm....people refusing to talk, witnesses lying, people messing with the evidence, witnesses dying before talking to the police, a tree, uh.....why do you want to know? WHAT HAVE YOU DONE????

People refusing to talk to the police, would probably be a big one.
Suspects not co-operating, or witnesses lying maybe

Bystanders. Nosy people mess things up for the investigating people. They should be drawn and quartered for muddling up crime scenes!

inability to get warrants, difficulty locating witnesses, difficulty getting people to talk to you, excessive red tape and bureaucratic procedure, people intimidating witnesses, destroying evidence, etc.
