He's my best friend and I told him that I liked him and everything, but I told him through a letter and he, well.....never brought it up with me. People told me that he doesn't feel the same, but if I really like him(which I do, I may even be in love with him) should I still try to be more than friends with him or should I just give up and forget about my feelings? I told him how I felt 3 or 4 months ago and even though I've had a chance to go out with other guys, I turned them down in hope that maybe he will eventually tell me he feels the same way. Some people tell me that he likes me and other people think differently.
So should I just give it up or what?

Don't focus too much attention his way. Be sincere when you two come in contact and have your normal conversations. Make sure he knows that your friendship is more important.

If he feels the same way AT ALL, it will show shortly after you give him some space and piece of mind that you're not trying to smother him or threaten your friendship. The way you play it is probably what he's looking for to feel that attraction too (if he doesn't already).

But hey, if it doesn't work out, it seems like you're young with plenty of time ahead of you. Don't let something like this hold you back for long and move on...

If you've told him and he hasn't responded most likely he's not that into you and you need to move on. You sound like you need closure. You need to confront him and get a straight forward answer. You were brave enough to do it in a letter, you can do it face to face. You need to know once and for all so that way you can start on this new adventure or start to heal your heart. Your heart is your greatest possession and you need to protect it. Good luck!
