Yes, it has been done, although not necessarily delivering mail.

GPS chips can be had for a few dollars now, along with a microchip controller the plane can be launched, navigate it's way to the site and then do whatever, drop a payload etc.

It requires a fair amount of skill and knowledge of model aviation and custom software using a micro controller, the PIC Series is popular. Basically the plane makes slow turns responding to position but eventually gets there, although the pattern is a bit zig zag depending on many variables.

The group I saw cut the engine and deployed a parachute at the destination since landing would have been too tricky for existing technology (at a hobby level anyway)
