Because as humans they have never had to rely totally on someone for their food and shelter in the way that an animal depends on their owner therefor they have never gone hungry or slept outside when it is cold out. My dog sleeps in my room on a comfy bed with a blanket at the foot of my bed.

I think 80% is a little high...probably a lot high...But there are some dogs that prefer it outside. I have 3 dogs (2 inside and one outside)...I rescued my outside dog when she was approximately 1 1/2 years old. She had been abused and left outside without shelter and many times food or water. Since I have had her, I have tried many times to bring her into the house. She simply doesn't want to be there. She whines and cries at the back door until I let her back outside. She is now almost 14 years old and even at her older age does not WANT to be inside. I keep her doghouse packed with straw and have a piece of carpet nailed over the door. She has fresh water around the clock and is fed and loved on at least twice a day. When the temperature drops below 20 degrees, I bring her inside and just listen to her whine, but for the most part...outside is where she is happy and my goal is for her to be as comfortable and happy as I can make her.
I'm sure there are some dogs that are left outside due to neglect and I know that many hunting dogs are left outside to keep from ruining their hunting instincts. However many outside dogs are there because that's where they want to be.

I leave mine out most of the time provided it does not get below 20 Degrees F, then they are welcome to sleep in the GARAGE. They have a HUGE insulated dog house with plenty of straw, and one is a 150 lb rottie with thick hair, and the other is a hunter springer who loves icy cold waters of fetch in wintertime. That is they have to be well fed to tolerate the cold because their metabolism is so high in producing heat and they have more hair than a Wilferd Brimly.
If you have little dogs, they need to be taken care of like fish. That's why I don't like little dogs. My dog also kills coyotes and stray pack dogs like little rag dolls if they come around trying to snatch farm animals. He also keeps burglars from even thinking about it, and warns me when a human gets too close to the house that does not belong here. It's like having a good horse.
Then in the summer, I whip out the electric clippers, and shave them both almost bald, so they can hit the gay bars and not feel out of place.

I don't know where you got that statistic from - definitely not from the UK where almost everyone who has a dog keeps them in the house - only working dogs are kept outside and even then they are housed in sheds or kennels with beds to sleep on. Indeed if a person owns an animal and fails to provide it with adequate shelter and care they can be prosecuted.

Our dogs are outside all of the time. If they were inside- they would be sweating constantly. With how thick our dog's coats are right now- they are sweating in this freak weather where the temps are up to 50. We have an eng. shepard and a half pitbull, half husky/german shepard btw, both with good coats on them.
We put hay in their house to help them stay warm- and they dig it all out because it is too hot.
I have also owned Siberian Huskies in the past- if you want to make them a house dog, you would need to shave them constantly. All of ours hated being inside.
We have happy healthy OUTSIDE dogs. They are warm and content. Dogs do not need a multitiered sleep palace and a filtered water system- you turn that dog outside.
I would not suggest putting one of those designer mutts outside though- most are not smart enough to go in a shelter if it is cold.
BTW - I have slept in the dog house with the dogs when I was little- they kept me warm.

Some dogs like being out no matterwhat. I had a little poodle mix who hated to stay in so I fix him a place with lots of blanks. Luckly I live in las Vegas NV.

You raise a very good question. The question we should ask is this.
Would you leave your best friend to sleep outside every night of the year??
It is our duty to be concernedf or the voiceless co-inhabiters who share this planet with us. My dogs dont live with me, I live with them :)

Because the majority of pet owners don't think that it matters because its just an animal and they were taught that animals belong outside..My dogs have a nice warm comfy bed and spend most of the day indoors.The only time it is acceptable to house dogs out of doors is if they are working husky type dogs.These dogs are actually uncomfortable in too warm a space because of all that insulation built into their fur coat.

My two aussie shepherds comfortably sleep outside every night of the year. they have long healthy coats, comfy dogs beds, and also igloo dog houses to sleep in. we have a screened in breezeway as well. It's not animal abuse or anything.
