I use LipMedex (it's a blue container http://www.blistex.com/images/lip_medex/Lip%20Medex.72.jpg ), works better for me than Carmex. your lips will become "addicted" to any moisturizer you put on them, you've probably really irritated them by trying all sorts of different things, so your best best is to hydrate yourself as best you can on a daily and nightly basis. load yourself up with electrolytes if they are severely chapped... and use vaseline and a washcloth to remove the dead skin cells from your lips as well. start with clean lips if you decide to go with lip medex, don't lather it on either, just enough to cover them and go to sleep with it on...

NEVER lotion, never lick them either, nor lip gloss, always hydrated with just plain chapstick and put a lot on before u go to bed and in the morning they should be fine...salty foods makes it worse too

drink more water and exfoliate the lips a few times a week. i bought a lip exfoliater from bath and body works and its called "C.O. Bigelow Soothing Lip Buffer"
it has tiny grains in it that help remove the dead skin from your lips. you apply it, rub your lips together and then remove it with a damp cloth. this will reveal a new layer of soft, smooth skin. after that, just be sure to keep it moisturized (i just use blistex).
remember, don't lick your lips and drink more water!!

do foods and water taste bad? if so, you may be severely dehydrated. i'd call my doctor to check on the signals that reflect dehydration. if you are not dehydrated, you can get burt's bee anti-wrinkle ointment, which is the only burt's bee product that contains "royal jelly," a substance that has amazing curative properties. it's very rare. the bee queen makes it. another good product is lip-fix by elizabeth arden. i think you need to use a humidifier in your bedroom, too.
