As you can see, there are many terms for these words. I think "filler" words is a good answer. In my field we call them "minimal responses".

They're caled fillers. (err, um, uh, etc.)
I think by repeated structures you mean false starts.

classic "parts of speech" categorisation would call them "interjections". According to their task in speech, you could call them "delayers" or "delaying morphemes".
